Sandra E. Quilty

Over the past twelve years, Sandra E. Quilty has gained extensive legal experience in various areas of the public and private sectors and has advised clients in the areas of regulatory compliance, hospital acquisitions, tax-exemption, employment, and government and public relations.

Through her transactional practice, Sandra has counseled hospital clients through various mergers and acquisitions, joint ventures, and nonprofit affiliations and has considerable experience with drafting critical documents required for complex transactions.  She has led the due diligence team for multi-million dollar hospital acquisitions that resulted in solid protection of the client’s interests and  successful transactions.  Additionally, Sandra managed hospital conversions from investor-owned to nonprofit, and advised on all related tax- exemption.

Through her regulatory compliance practice, Sandra has extensively researched and provided opinions on various issues, including    Antitrust and fraud and abuse.  She has a deep understanding of the laws and how state and federal agencies enforce them.  Additionally, she has counseled clients on Medicare and Medicaid regulations and cost reporting in an effort to minimize their litigation exposure and any adverse impact to the client organization.
